1. Poland to Reintroduce Kosher Shechita Practices
by Arutz Sheva staff  The Polish government has drafted regulations aimed at reducing animals’ suffering and permitting kosher and halal slaughter. In December 2012 the Polish Constitutional Court banned the practices of Jewish shechita and Muslim dhabiha livestock slaughter, following a campaign led by animal rights groups. In a statement on Tuesday, Prime Minster Donald Tusk said the new regulations, which still have to be adopted by the Sejm, the Polish parliament, will “eliminate the most shocking methods of animal slaughter,” the Polish Press Agency (PAP) reported. Tusk specified that the slaughter of animals in rotating cages is one practice that will not be reinstated. According to the practice, the animal is placed in a steel cage turned upside down, with only its head sticking out, and then the throat is cut. The amendment to the law on the protection of animals will further insist that any slaughter of livestock be carried out in a slaughterhouse, Polskie Radio reported. The ministers of the environment and agriculture had been assigned to work on “reducing the suffering of animals as much as is possible,” Tusk added. The Polish Jewish community has maintained that kosher slaughter remains protected under the 1997 Act on the Relation of the State to the Jewish Communities in Poland, which states that kosher slaughter may be performed in accordance with the needs of the local Jewish community.

2. US: UN Official Falk 'Spews Vitriol', Has 'No Place at UN'
by Arutz Sheva staff  United States ambassador to the United Nations, Susan Rice, called on Wednesday for the dismissal of Richard Falk, a top official on the United Nations Human Rights Council, who attempted to explain the Boston Marathon bombings as a reaction to US policy in the Middle East. Falk, whose official title is the “U.N. special rapporteur for human rights in the occupied Palestinian territories,” implied that the Boston Marathon bombings were payback for America’s "geopolitical fantasy of global domination" and its friendship with Israel. “…As long as Tel Aviv has the compliant ear of the American political establishment, those who wish for peace and justice in the world should not rest easy,” Falk wrote in an article published in Foreign Policy Journal. He also implied that the Boston terror attack was a justified response to U.S. policies in Afghanistan, Pakistan and Iraq. “Outraged by Richard Falk's highly offensive Boston comments. Someone who spews such vitriol has no place at the UN. Past time for him to go,” Ambassador Rice wrote on Twitter. The Anti-Defamation League issued a harsh denunciation of his comments, saying “It is outrageous that the U.N. Human Rights Council continues to support such a wildly conspiratorial and highly biased extremist as a reliable ‘expert.” “Richard Falk has given the Human Right’s Council yet another black eye and his continued affiliation with the international body only serves to undermine its credibility. His outrageous assertion that the Boston terror attack can be traced to U.S. and Israeli policy is not surprising, given his notorious record of anti-Israel and anti-American propaganda,” said ADL National Director Abraham Foxman. Jewish groups have long criticized the many anti-Israel statements and biased reports issued by Falk, including comparisons of Israeli actions to those of the Nazis, his use of anti-Semitic imagery and his 2012 U.N. report which endorsed an official boycott of companies conducting business with Israel. U.N. Secretary General Ban Ki-Moon has previously condemned Falk, but has stated that he has no authority to remove him from his position.

3. Accused Anti-Semitic Fashion Designer Set to Teach in NY
by Arutz Sheva staff  Disgraced fashion designer John Galliano, who has kept a low profile since his 2011 conviction in France over an anti-Semitic tirade, has been invited to give classes at a top New York school. The incident occurred during a confrontation between Galliano and a man and woman at the La Perle restaurant in Paris. During the fight he told the woman, “Dirty Jew, you should be dead.” The incident led to a police investigation. A video in which Galliano is shown telling two women, “I love Hitler” surfaced after the incident. The Parsons School of Design in Manhattan said Wednesday that the British couturier, whose legal problems led to his dismissal from Christian Dior, will speak about the challenges of leading a fashion house in the 21st century, the AFP news agency reported. The three-day master class given by Galliano in the coming weeks would provide a "dynamic and intimate opportunity for our students to learn from an immensely talented designer," the school said in a statement. "We believe that over the past two years, Mr Galliano has demonstrated a serious intent to make amends for his past actions." The 52-year-old Galliano, who spent nearly 15 years at Dior, is widely considered to be one of the most brilliant fashion minds of his generation. He blamed the anti-Semitic outburst on drinking and drug problems and went into rehab for two months. More recently Galliano again created buzz when The New York Post published a photo of Galliano in what appeared to be a very trendy version of hassidic Jewish garb, suggesting the designer was trying to insult Jews. Others, however, quickly interpreted the get-up as his way of paying homage, and the Anti-Defamation League, whose mandate is to be on the look-out for anti-Semitism, declared the story entirely concocted.

4. Gunman Kills Five in Small US Town
by Arutz Sheva staff  Five people were found dead on Wednesday in their home in the small town of Manchester, Illinois. Suspected gunman Rick Odell Smith, 43, shot and killed a great-grandmother, a young couple and three young children. Then, in a move that puzzled authoritied, took a 6-year-old girl, who was still alive, and carried her to a neighbor's home, The Chicago Tribune reported. The girl is currently being treated at an area hospital, Lieutenant Colonel Todd Kilby told reporters. State police would not comment on a possible motive, but a neighbor said Smith had been going through a custody battle with Sinclair's daughter over their 4-year-old child. Neither she nor the girl were in the home at the time of the shooting, according to reports. "There's no reason to believe there's any danger to the public or any other suspects," Kilby said, according to AFP. "At this point we are not discussing motives or relationships." The bodies were discovered at about 4:30 am in the small town of Manchester. Witnesses saw a white car speeding away and police tracked it down around 7:15 am. "Shots were exchanged and the police took the suspect into custody while he was in possession of multiple weapons at 7:27 am," Kilby said. "The suspect was transported to hospital where he was pronounced dead." The slain family members were identified by relatives as: Joanne Sinclair, 65, her granddaughter Brittany Luark, 22, her boyfriend Roy Ralston, Nolan Ralston, 5, and Bradley Ralston, 1, according to the Chicago Tribune.

5. Report: Anti-Semitism in Canada Up 3.7%
by Elad Benari  Anti-Semitism in Canada increased just slightly between 2011 and 2012, figures released on Wednesday show. Amidst reports of a global rise of over 30% in anti-Semitic incidents in 2012, with France showing an unprecedented increase of 58%, the Audit of Anti-Semitic Incidents released by the League for Human Rights of B’nai Brith Canada announced an increase of just 3.7%, from 1,297 in 2011 to 1,345 cases in 2012. At the same time, analysis of regional differences in Canada highlights some anomalies: the average increase for the three most western provinces combined was 25%, while in Regional Quebec (outside Montreal) there was close to a four-fold increase, the data show. Just over half the incidents (730) took place in the province of Ontario, with the next largest number being in the province of Quebec (337). Overall, Canada has seen a steady upward progression in anti-Semitic incidents in the past decade, the report found. From a ten-year perspective, incidents have more than doubled from the 584 cases in 2003. Since 2008 incidents have increased by 19%. “We are particularly concerned,” stated Frank Dimant, CEO of B’nai Brith Canada, “about this year’s findings of increased participation in these incidents by perpetrators self-identifying as Muslims who are apparently supportive of Islamist ideologies of hate and violence. But we are encouraged by the many Muslims with whom we work closely, who are prepared to expose anti-Semitism in their community.” He added, “The Audit shows an overall decrease in vandalism and violence, but an increase of 10.6% in incidents of harassment. Jews were targeted in their homes and at their workplaces, on their way to synagogue or returning from school. “ Dimant noted that Holocaust denial has soared by 77% in Canada, and that threats have become “more ugly, explicit and open.” “The League is also warning that youth culture is being infiltrated by the lyrics of hate, extremism from abroad through online propaganda, and cyberbullying directed to a victim’s smartphone,” he added. “The Audit has set out an Action Plan to counter hate, but it will only achieve its goals if all sectors of Canadian society work together whenever and wherever expressions of hate are brought to light,” noted Dimant.

6. Boston Bombing Suspect Texted Mother: 'Ready to Die For Islam'
by Arutz Sheva staff  Boston Marathon bomber Tamerlan Tsarnaev sent text messages to his mother as early as 2011 suggesting he was willing to die for Islam, the FBI told lawmakers this week, according to Fox News. Tsarnaev, who was killed days after the April 15 bombing in a shootout with police, is said to have embraced radical Islam in recent years and recruited his younger brother, Dzhokhar Tsarnaev, to carry out the attack that killed three and wounded more than 180 near the marathon’s finish line. Dzhokhar Tsarnaev, who suffered a gunshot wound to the throat before his capture late Friday, was charged with use of a weapon of mass destruction, for which he could get the death penalty. Officials said on Wednesday that both the CIA and the FBI had flagged the deceased bombing suspect over possible terror ties, although no action was deemed necessary at the time, the AFP news agency reported. The CIA asked the top US counterterrorism agency to add Tsarnaev to a terror watchlist more than a year before the bombings, a US intelligence official said. The spy agency reportedly made the move after Russian officials contacted their CIA counterparts in September 2011 about their concerns over Tsarnaev. Meanwhile, FBI agents interviewed the parents of the suspects on Tuesday in the North Caucasus region of Dagestan, officials said. Asked about Tamerlan's visit to Dagestan, the parents said he "did not make contact with radical Islamists," a local security source told AFP. The brothers' father Anzor, an ethnic Chechen born in Kyrgyzstan, has repeatedly said in media interviews that his sons were innocent and could not have carried out the bombings. New York City Police Commissioner Ray Kelly said earlier that the two brothers were headed to the Big Apple "to party" after the deadly bombing.

7. Hagel Warns Israel Over Syrian Chemical Weapons Allegations
by Arutz Sheva staff  US Defense Secretary Chuck Hagel urged caution Wednesday over an Israeli claim that the Syrian regime used chemical weapons, saying all evidence must be weighed carefully as such allegations are "serious business". Hagel indicated he had been caught off guard by claims from an Israeli general this week that Syria had fired chemical agents against rebels in recent months, the AFP news agency reported. "When I was in Israel they did not give me that assessment. I guess it wasn't complete," Hagel told reporters in Cairo on a tour of the Middle East that included a three-day visit to Israel. The United States has warned any use or transfer of chemical weapons would cross a "red line" and possibly trigger military action. Britain and France also suspect Syria has used chemical weapons but Hagel said American intelligence agencies were still evaluating information and were not yet convinced. "Suspicions are one thing, evidence is another," he said. The Pentagon chief added that "this is serious business and you want to be as sure as you can be on these kind of things". Asked if American credibility could be at risk as it has repeatedly referred to a "red line," Hagel responded by saying, "I don't think there's any danger". The United States cooperates with other spy services but ultimately had to rely "on its own intelligence," he said before departing for Abu Dhabi. Hagel's comments marked his first public reaction since the Israeli military's assessment came to light. While Hagel was concluding his visit to Israel on Tuesday morning, Israeli Brigadier General Itai Brun, head of the research and analysis division of military intelligence, made headlines when he alleged Syrian President Bashar al-Assad's regime had used chemical agents -- mostly likely sarin gas -- more than once. "To the best of our professional understanding, the (Assad) regime has made use of deadly chemical weapons against the rebels in a number of incidents in the last few months," Brun told a security conference in Tel Aviv.

8. Israel Has Mossad Agents in Syria, Says Rebel Leader
by Elad Benari  Israel has a presence in Syria and it is thus logical that it would know if chemical weapons had been used in the civil war, a Syrian rebel leader has claimed. Speaking to CNN, the Chief of Staff for the Free Syrian Army, General Salim Idriss, said Israel is one of the countries that now has “many, many” security services inside Syria. He told the news network he believes Israel’s Mossad is in the country. Idriss was responding to remarks by the head of the Research Section of Military Intelligence in the IDF, Brig. Gen. Itay Brun. Brun said at a conference held by the Institute for National Security Studies on Tuesday that Bashar Assad's regime had used chemical weapons in Syria recently. Several people were killed as a result of this, he said. "To the best of our professional understanding, the regime has made use of deadly chemical weapons against the rebels in a number of incidents in the past few months," he said, referring to a March 19 incident in Aleppo province in which 31 people were killed, apparently by chemical agents. Evidence could been seen in the physical symptoms suffered by those who had apparently been exposed to chemical agents, he said. The White House later said that the United States has not yet concluded that Assad’s regime used chemical weapons against rebel forces, but backs a probe into the matter. U.S. Defense Secretary Chuck Hagel urged caution Wednesday over the Israeli claim, saying all evidence must be weighed carefully as such allegations are "serious business". Idriss told CNN, however, that he can confirm that the Syrian regime has used chemical weapons in the Syrian cities of Homs, Aleppo and Otaiba, outside Damascus. “We took some samples of the soil and of blood. The injured people were observed by doctors and the samples were tested and it was very clear that the regime used chemical weapons,” he said. Idriss said his doctors gave the samples to “observers” of the civil war in Syria, but refused to name which groups. Both Britain and France now say soil samples indicate “some use of chemical weapons.” The general also denied Syrian government accusations that the opposition groups have used chemical weapons. “That is just a kind of propaganda,” he said. “I can tell you that we don’t have chemical weapons. We [wouldn't] like to have such kind of weapons.” Syria’s Information Minister claimed on Wednesday that Damascus will not use chemical weapons against its own citizens, or in the event of war with its neighbor Israel. Minister Omran al-Zoubi said Syria would not resort to chemical weapons even if it had to go to war with Israel and use "all resources.” "Even if Syria does have chemical weapons, our leadership and our military will not use them either against Syrians or against Israelis, above all for moral reasons and secondarily on legal and political grounds," Zoubi reportedly said at a Moscow university.
